What is Chalking?

Chalking is a fine, powdery residue that forms on exterior paint when sun and weather degrade its binder. If you wipe an old wall and dust rubs off on your hand, that is chalking. Because new paint cannot adhere to powder, the surface must be washed or primed before repainting.
